The federal government on Monday tried to take charge of an increasingly acrimonious national debate over how to treat people in contact with Ebola patients by announcing guidelines that stopped short of tough measures in New York and New Jersey and were carefully devised, officials said, not to harm the effort to recruit badly needed medical workers to West Africa.

ALBANY, N.Y. (CBSNewYork/AP) — Gov. Andrew Cuomo’s plan to use clean water funds on the new Tappan Zee Bridge was approved Wednesday by a key state board despite objections from environmental groups that said the money should support drinking water and sewer treatment projects. 

The $256 million loan from the clean water fund would help pay for the $3.9 billion span being built north of New York City. Cuomo’s administration argues the novel use of the funds would help minimize the cost of tolls on the new bridge and pay for work associated with the construction that would protect the Hudson River Valley.

Bill de Blasio, whose fiery populism propelled his rise from obscure neighborhood official to the 109th mayor of New York, was sworn into office on Wednesday, pledging that his ambition for a more humane and equal metropolis would remain undimmed.

In his inaugural address, Mayor de Blasio described social inequality as a “quiet crisis” on a par with the other urban cataclysms of the city’s last half-century, from fiscal collapse to crime waves to terrorist attacks, and said income disparity was a struggle no less urgent to confront.

“We are called to put an end to economic and social inequalities that threaten to unravel the city we love,” he said to about 5,000 people at the ceremony, many beneath blankets on a numbingly cold day.
