CITY HALL -- Mayor Bill de Blasio announced three appointments to his administration Tuesday, including a new Department of Environmental Protection Commissioner who said Hurricane Sandy rebuilding and resiliency efforts will be among her top priorities.

De Blasio named Emily Loyd to the top DEP post - one that she held previously from 2005 to 2009. She was most recently Administrator of Prospect Park and President of the Prospect Park Alliance.

Tainted Water Testing Lab Flourished Under Lax New York State Regulators

SYRACUSE, N.Y. — Even after armed federal investigators raided its offices in 2010 and the New York Department of Health suspended its state certification in early 2012, Upstate Laboratories Inc. continued its lucrative business of testing water samples from landfills and wastewater treatment plants across the state.

Officially, state environmental regulators will not accept test results from labs the DOH has not certified. The rule is fundamental to the integrity of the program that was designed to protect the state’s waterways from industrial pollution. Yet the state Department of Environmental Conservation kept accepting Upstate’s test results for more than a year after DEC managers learned of the suspension and wrote emails saying the results should be rejected.

A new ABC news program called the Lookout debuts tonight (at 10pm) and features a segment examining the sometimes dubious practices of mold inspectors and contractors as they conduct an inspection of a high-end suburban NJ home.  Myself and Prof. Richard Shaughnessy of U. of Tulsa provide the play by play and color commentary (no scripts, no rehearsals) while the hidden cameras capture the diverse conclusions of the good guys and bad guys as they present their findings and recommendations to the homeowner.
